Methods, Data and Research Directorate (MDR) provides the statistical infrastructure (in the broadest sense) and underpinning frameworks necessary to enable ONS, the Government Statistical Service (GSS) and the wider research community to make better use of data. MDR was established as a directorate during 2017, and has been structured into five divisions:

Data as a Service Division co-ordinates requirements for new data, bringing it into the ONS environment and making it available across the organisation.

Data Architecture Division will ensure that data is organised and referenced so that it can be access quickly and used appropriately by the organisation.

Methodology Division will develop new methods for working with new non-survey data sources, and for integrating non-survey and survey data.

Best Practice and Impact Division fosters the best practice developed within MDR across the GSS (and vice versa), and ensures that innovation in the use of data is pushed across government.

Research Support and Data Access maximises the benefits of the expanded ONS data estate to the wider research community.

What will the successful candidate be doing?

In this role you will cultivate and promote an active data community of practice across government. Collaborating with Government Digital Service (GDS) and ONS leaders you'll continue to build the data architecture capability that can deliver the mission of the Data Standards Authority as well as support capability building across government.

You will be working closely with both the Data Architecture Community and the API and Data Exchange Community of Practice. You will develop a view of the work across the range of community members on projects, programmes and business as usual activities, ensuring best practices are shared and key learning identified for the Data Standards Authority (to feed into the forward work programme and pipeline).

You will host workshops to bring the community together, and to help input into the work of the Data Standards Authority, also identifying where we need more learning and development within the data architecture function. You will work closely with other technology community leads to provide training and opportunities to technologists across wider government.

You may also assist with recruitment to help us bring in a diverse and skilled team to the Data Standards Authority.

Who are we looking for?

To grow the Data Architecture Community and make connections with other communities by setting up and facilitating conversations and events, ensuring all involved have good visibility of work across the Data Standards Authority.

Socialise standards across respective departments across government, ensuring resulting actions are implemented and identifying priorities.

Develop the data communities to ensure a diverse group of people feel welcome, respected and supported.

Link-up with external communities and events to help them understand both the work that the Data Standards Authority and the relevant communities are doing, and the opportunities there are to work with us

Make sure that what we learn is documented and circulated in order to establish standards and contribute back to wider technical communities, for example through writing and circulating blogs, newsletters etc.

Ensure that we are promoting data architect roles in the right way to attract a diverse field of strong candidates, to improve data standardisation across government.

Help data community members find opportunities to develop in their careers

Keep your technical knowledge on data up to date and decide how best to stay close to the work that is happening within the community

Support your counterparts in other parts of government and build an active community that everyone in data across government can belong to and participate in.

Skills and Experience

Essential skills

Demonstrable expertise in community management and engagement in a digital, data or technology field

Experience in building an active, supportive community that helps its members learn.

Ability to energise interest and engage with an audience for example by means of public speaking, running workshops and events.

A commitment to providing great digital services.

A track record of successful performance management and building capability.

Strong organisational skills, preferably managing teams across organisational boundaries

An ability to work at a fast pace ad deliver

Strong writing skills and with an understanding of governance structures

Desirable skills

Experience working in a matrix organisation structure and across organisational boundaries

An understanding of data standards and why they are important

A wide-ranging interest in data and technology and implications they have for software development, web technologies and government in general.

Selection process details

Assessment at application stage will be based on your job history, skills & experience and personal statement. Your job history and skills & experience should be tailored to demonstrate any skills, knowledge and experience that are relevant to the content of the role.

Your personal statement should be no longer than 1,250 words. You should use this space to provide evidence for each essential criteria within the person specification. As the criteria are scored, we would recommend that you give clear examples for each including the impact of your actions.

Success Profiles Behaviour examples are not required at this stage.

In cases where there is a high number of applications the sift pass mark may be adjusted and candidates will be invited to interview in merit order, i.e. those scoring the highest.

Should you be invited to interview, you will be assessed using various assessment techniques aligned to the new Civil Service Success Profiles, where you'll be assessed against all the behaviours outlined in the advert.

A presentation may be required at interview. Further information will be provided to successful candidates prior to interview.

A reserve list may be held for a period up to 12 months from which further appointments may be made.
